Description: The overprint reads "COTTON PLEDGED 3" in green ink. Lower right under "3" bust of youthful sailor wearing hat right, wielding oar. Left margin at 9 o'clock rotation vignette of maritime scene with sailboats. Central vignette: steam train drawing carriages left. Dog's head left between signatures below.
